Nopey is a character from the Gumby TV series added in the 60's, and Gumby's pet dog. He usually responds to everything with a gloomy "no". He was generally voiced by Hal Smith and occasionally by Dallas McKennon.

Nopey is a pitbull like dog that can only say "No!" He was scared of going to Gumby's House in the episode "The Hot Dog", but Gumby catched him into getting chased by the dogcatcher. He is thought to be replaced by his new puppy, a good daschund puppy named Lowbelly (although in the 2017 comic series, Nopey co-exists alongside Lowbelly as one of Gumby's two pet dogs).
